Vintage Cinderella Red Navy Ruffle Plaid Dress. I'm not seeing a size on the tag, but I'd guess a girls 7/8 based on measurements; please check them to ensure fit. Union made in the USA. Long sleeve navy blue and plaid pattern. Ruffle hem, collar, and sleeves. Buttons down the side of the chest. Some pulling at side where sash connects (see photo), but no other flaws noted.
